In the afternoon of August 9, 2024, the dangerous goods containers on the container ship "YM MOBILITY" under Yang Ming Marine Transportation exploded while the ship was berthing at Beilun port area of Ningbo Zhoushan Port. This accident led to the damage and dropping of a number of cargo containers. With no casualties reported for the time being, the cause of the accident is still under investigation.

Milkyway has been closely monitoring the incident. After internal verification, all aspects of the incident have nothing to do with our company.

In view of the possible impact of this incident on the logistics and supply chains, we have collected information, analyzed and formulated a response plan, hoping that we can provide reference for our customers' production operations.

I. As of 18:00 on August 10, 2024, we have compiled the following briefings on relevant maritime and shipping companies:

1.Maritime:

(1) Strengthen the safety management of shipboard dangerous goods, focusing on the management of Class 1, 2.1, 3, 4.1, 5.2 and other flammable and explosive and packaged dangerous goods requiring temperature control, ammonium nitrate and other bulk solid dangerous goods whose cargo temperature is not higher than 40℃ at the time of loading, gasoline and other bulk oils with a closed-cup flash point of less than 60℃,bulk chemicals required to be inerted in liquid cargo tanks or to have a closed cup flash point of less than 60°C in chapter 17 of the International Code for the Construction and Equipment of Ships Carrying Dangerous Chemicals in Bulk, and bulk liquefied natural gas.

(2)All shippers of dangerous goods shall strictly implement the responsibility of safety management of dangerous goods. All shipping companies shall continuously improve the safety management system of dangerous goods on board, strengthen the management of dangerous goods booking and strictly audit the safety technical information of goods.

2. Shipping companies:

(1) Prohibition of receiving: At present, MSC and HMM have notified to suspend the receiving of Class 5.2 dangerous goods; RCL has notified to suspend all Class 5 dangerous goods; Sinotrans has prohibited to receive Class 4.2, 4.3, 5.1 and 5.2 dangerous goods; YML has prohibited to receive Class 5.2 dangerous goods in May~September; MSK has suspended to receive and audit Class 5 dangerous goods.

(2) Single shipping confirmation: WHL Taiwan Line requires single shipping confirmation for Class 5.1 DG pickup; SITC requires single shipping confirmation for Class 5.2 DG pickup.

II. Our attitude and response plan:  

1. The loading requirements for dangerous goods transportation must be controlled in a strict manner.

2. We have also set up a special emergency response team: Milkyway has started the first-level response to the emergency. The emergency response team consists of group vice presidents and business unit leaders. We try our best to protect the stability of the customers' supply chains, minimizing the impact of this incident on customers.

3. We will continue to provide services to customers who have already cooperated with us under the premise of guaranteeing transportation safety. For new customers and new business, our company will scrutinize strictly and provide safe and professional logistics solutions.

4. Customers who previously shipped dangerous goods in Ningbo port can choose Shanghai port and other nearby ports for shipment. Our company has the ability to operate dangerous goods in all major ports in China. We can provide a variety of quotation options for customers.
